I hold to the interpretation of “born of water” to be washed spiritually by water to get baptized in the name of Jesus, the Father and Holy Spirit. This is because outward sign is just a beginning of transformation of the heart of a baptized individual through water. Therefore, being baptized implies that the heart of the individual must be transformed being reborn with water. However, if the heart of a baptized individual is not transformed from sinfulness (and sins are repeated by that individual), the rebirth would not be considered to be valid. This is because for such an individual, rebirth by water would only be considered as a physical/outward sign and nothing else.
